TRAFFIC CONCURRENCY RESOLUTION
Formulated the concept of statutorily exempting areas with a regional activity center designation from traffic concurrency. The purpose of the change in the state law was to allow sustainable development to occur that would relieve traffic congestion.


ECONOMIC IMPACT ANALYSIS
Prepared the economic impact analysis to determine the effect of eliminating traffic concurrency in an area designated regional activity center.


REGIONAL ACTIVITY CENTER
Formulated the concept and received approval for a 2,300 acre land use plan amendment in Davie, FL from a variety of land uses to a regional activity center designation. The purpose of the amendment was to encourage and facilitate development and redevelopment by eliminating one year in the development process, while returning land use decisions to a local level.


ECONOMIC IMPACT ANALYSIS
Ms. Mellgren developed the concept of viewing land use designations as a municipal asset, and suggested land use designations as a form of asset management.
As a result of her recommendation, an economic impact analysis was performed that examined each type of land use and the value of it with respect to municipal revenues received compared to the costs to provide basic services and facilities.
The study determined that a minor change of land use could result in deferral of a tax increase for more than one decade.


EVALUATION AND APPRAISAL REPORT
In 1994, the Town of Davie undertook its statutorily required Evaluation and Appraisal Report (EAR) process. The Department of Community Affairs (DCA) reviewed the EAR and found it to be a comprehensive analysis and called it "a model document". The DCA had no substantial objections, recommendation or comments .


STATE REGULATORY PERMITTING/FUNDING
Obtained the necessary regulatory permits from the Florida State Department of Environmental Protection (FDEP) to implement the Fort Lauderdale Beach Redevelopment Plan. negotiated with the FDEP to obtain permits for the lighting on SR A-1-A in view of concerns over endangered sea turtles, and negotiated permits for the yacht docking facility expansion on the Intracoastal Waterway, overcoming state concerns regarding manatee protection


ECONOMIC ANALYSIS
Prepared an economic impact analysis of the value of tall vessels that require a draw span to determine whether the 17th Street Causeway Bridge in Fort Lauderdale should be replaced as a fixed or a draw span.
The analysis was a major deciding factor in the selection of the replacement bridge.


TRAFFIC CONCURRENCY EXCEPTION AREA
Successfully negotiated with various state agencies to obtain a concurrency exception designation that promotes development and redevelopment, despite the fact that the agencies could not agree on baseline data.


COMMERCIAL SITE IDENTIFICATION ANALYSIS
Prepared a location study for one of Northern Virginia's leading banking institutions. Utilizing multiple regression analysis with place of employment and place of residence as the independent variables, the study was used as a tool to identify potential new bank branch locations for short term and long range expansion
